South Basin Consent Decree
The Port of Anacortes has a voluntary Consent Decree with the
Washington State Department of Ecology (Ecology) for the northern portion of
the former Scott Paper Company Mill Site. The Port is working with Ecology
to investigate and clean up (or remediate) as required, the historic
contamination at the site resulting from former mill operations.
Kimberly-Clark Corporation has an Agreed Order with Ecology for the southern
portion of the former mill site (now owned by MJB Properties). The Port,
Kimberly-Clark, and MJB Properties have conducted a Remedial Investigation
(RI) to collect, develop, and evaluate sufficient information to determine
if cleanup is necessary for Port property groundwater, marine area
sediments, and MJB north area soil and groundwater. Although these studies
were conducted separately, the RI report will include information from all 3
studies and will be submitted to Ecology for review. Based on this review
and discussions and negotiations with Potentially Liable Parties, a
Feasibility Study (FS) will be conducted to determine the best methods for
remediating (if necessary) the soil, sediment, and groundwater
contamination. An RI/FS for soil at Parcel 1 has already been submitted to
Ecology for their review.
